Star Trek Borg Announcer

Re-uploading this mod as the old one is impossible to update as I have lost the mod and descriptor files, and I plan to update it by adding more sounds and a video to the workshop page.

Basically it adds the borg adviser to Stellaris from Star Trek Armada II. Covers most of the needed voice lines and some fluff.
