A free worker after building a Watermill is completely useless: you'd need it from the get-go. The Wind Mill should provide +1 extra Food, +1 extra Prod to every farm near a river. The Village Shop's improvement barely improves anything: you'd need to ramp the Market's bonus from +25% to +50% as well as providing +2 gold per bonus resource. The Youkai Hunter: their mobility and sight is nice, but their otherwise identical power to the Crossbowman make them actually barely any stronger. They'd also need a fat resistance against melee (youkai) units, such as 50%.
Well, if you're not going to do it, I might try to do it myself one day I guess.
As for Zuihou, I should've expected her to be recognized, given how popular Kancolle is. When I was working on the icon, though, I was having a very difficult time trying to find art for an archer in somewhat historical clothes (but not samurai armor), so I ended up going with a picture of Zuihou as it ultimately was the best I could find. Ah well~ :P
