What this is, is an old addon that hasn't been updated in just over a year and a half.
It contains random, mostly unfinished, SWEPs.
The SWEPs themselves were a way for my younger brother to learn lua development during the pandemic when we were both bored out of our minds.
The addon probably had a description at one point, but due to the broken nature of steam workshop uploads it probably got wiped without realising.
If I still have the original github repo for this, I'll see if there is a readme to copy, and I'll shove that in the addon description.
Question to you : How did you find this addon? Did it show up in a recommended? Did you search for it? It's surprising to me that an unfinished, uninteresting addon like this happened to be stumbled upon.
