yes, the training speeds are hardcoded and seem to depend on the current level and the difference between the max training level and the current level. OK it's most likely not linear proportional.

Q: Is the training speed decreased proportionally simply because the training-limit was reduced to 50?

I ask because I looked at this in the FCS and the only changes I see to the original mod is the reduction to level 50 (or 51 in the code) and changes to the description of each. I did not see any change that should directly reduce the training speed.
