Lokhir Fellheart's Mask Weights Fix

The weights for Lokhir's mask were tied to his neck before. Which means that whenever he had moved his head, the mask's tentacles bent and moved weird (despite the mask being metal). That was likely done by CA to prevent much of clipping.

The mod should be compatible with about anything that doesn't replace Lokhir's head model (head and body are separate for him).
