Probably for the same reason americans (eg cadillac. "combination Cars") and Germans (Binz) did. Powerful motors for speed, and better suspension to protect the patient. Also the american ones often did double duty as a hearse.

Velesm198 С Горьковского автозавода на RAF поступали готовые машины, где им обрезали крышу и взамен ставили более длинную, сваренную из трех частей.

Looks very nice! But, as far s i know, this particular car was always GAZ, RAF had nothing to do with it. I believe RAF used some of the same engines as GAZ in their minibuses, but that's all.
