[REC] Neosho class refueling vessel

With the secret out that REC and TFK are aligned REC fleets began forming to patrol the vast reaches of REC controlled space. However with fleets going farther and longer on patrols having to station jump to refuel leaves gaps in patrols. This is why the Neosho class refueling vessel was created. The Neosho class has 15 hydrogen tanks and can process hydrogen on board as well, and has no need for hydrogen as it's an Ion thruster only ship. In addition to this the ship has 3 extendable refueling booms, one on the port and starboard side as well as one of the belly of the ship.
