Haven't touched hoi4 for quite a while due to irl businesses. The mod still works on my end for the latest version ( PDX hasn't edit related files since November ), maybe I'd update the version number at some point.
I tested it myself with and without this mod:
native windows 10, vanilla, all dlc, observer mode, 5 speed until Jan 1st 1938.
The respective results are 5m35s and 5m28s, within a reasonable margin of error and definitely not far-fetched as 10x in my opinion.
If by laggy you meant stutters or fps drop, I haven't observed anything significant either. I don't have any professional tools to keep track of stutters but at least frame rate was coherent in my test, 60 to 70 idle and 25-35 when scrolling at 5 speed.
It'd be kind of you if you could provide some statistical details since I can't recreate said issue on my end.
