Welcome to Democracy Index Submod!

Here is what it does:

New stuff:
Democracy Index scale – now you can transform a totalitarian dictatorship into a full democracy, and vice versa, by new decisions that improve or suppress democracy;
Focus trees of USA, China (PRC), Russia and Poland also affect Democracy index.

Balance and improvements:
Adjustments of GDP/C of USA, Poland and Libya to better resemble their economies in 2000 and 2017;
Population growth buffs reduced, but economic cycles and schools funding now also give a boost;
Israel gets a population growth buff to resemble their high birth rate;
Far-right movements toned down in some countries.
Poland now has elections every 4 years instead of 5, and starting from 2001 instead of 2000 (I think it was meant to resemble the parliamentary election, not the presidential one)

Upcoming things:
Implementation of Democracy Index in focus trees of Arab countries;
Democracy Index implementation in several island nations and partially recognized states;
