sooo it has to be built on coast, yet vegas is in nevada, a landlocked state that is practicaly desert and mountains all around?

I get a text error with this mod (ie it works and can be built without problems but the civipedia has no description)

Do the poker chips in this work the same as the Bellagio poker chips? That is to say, if I have a poker chip from the bellagio, the extras earned from this wonder would be for trade. I wouldn't get the happiness twice. I think I know the answer but since they are two different mods I thought I'd ask.
