Slows Institution spread's diverse modifiers, to make the tech disparity in the world greater as time goes by. This will hopefully make the game simulate real history more closely and make Europeans colonize Asia an Africa once again.

In concrete:

- Spread modifiers from having embraced an institution reduced by 90%. Institutions keep spreading at their natural pace even when a country has it, to prevent rapid spread to neighbors of large nations just because. Colonial nations still get the full bonus for their overlord having embraced an Institution, but only in their capital, not in every coastal province.

- Spread modifiers from provinces with an institution present are halved across the board.

- Global Trade spread from province trade power and trade center tiers is halved. This institution in particular spreads too fast everywhere since high trade power provinces are found all over the world!

- Manufactories and Industrialization spread from manufactories buildings is halved, as the AI likes to spam those buildings everywhere.
