Drill Heads Revamped

Adjusts and rebalances all cutter heads. Attempt is to make early heads useful enough to research and late game heads worth the costs.
Organic cutter head is now available in early game. Very efficient at 50% waste but also low durability. Now available almost immediately in the game, using Stingers and Tin to craft. Allows jumpstart into crystal mining.
Crystal cutter heads are now available much earlier as well. Slightly less efficient at 30%, but double the durability and can be automated. Costs Crystal deposits and iron.
Steel cutter heads Are still locked behind alloys (T3), but have significant durability, but higher waste.
Plasma cutter heads are a significant boost in durability.
