I tried to create a custom issue and place it in the appropriate file, but I ended up making everybody follow Yang Singularity. Any ideas? This never happened before when I modified issues for 2016 and 2012.
Then you have the ideologies, which are where you have a candidate endorse issues, such as the custom one you are creating. That ideology, when endorsed, applies an effect to the specific issue. The effect modifies the importance of the issue to the parties, as well as their enthusiasm for that issue.
So there are three different values: position, importance, and enthusiasm. Position and importance are set in the custom issue. Importance and enthusiasm are modified in the ideology.
This link is for a .txt document [drive.google.com] containing my custom issue for Green Capitalism, and the ideology that calls it. So that you can see what I've done.
