I made this mod specifically for one of my friends to play as so he can compete with us at higher difficulties when we play multiplayer, and he still struggles a bit, but also for me to play against for something that is fairly challenging but not impossible.
I don't think the buffs are that powerful. Domry is more OP than any vanilla civ, but he pales in comparison to the more OP civs out there.
I think what you're describing is the difficulty early on? Where cities don't have much defence and the relative strength between units is far greater when other buffs are being applied, in which case I might look into moving the 10+ combat strength buff to all units at a later science age or something, as opposed to it just being a global buff that's immediately available.
When i upgraded from base class to swordsman and had 15 charges and started to be able to one shot towns, i kinda turned if off. The first time i ran into the civ was when i turned it on with a bunch of others and when one of my archers did one damage to a swords man and only did one damage. I can deal with the extra card slots, some buffs, but no civ should be "I win."
First was against them and I had to go to war to prevent a cultural victory.
Second I played as them and just took out the AI before Information Era. I was just constantly at war with everyone and it worked out well.
