Making Nukes more devastating!

- Vanilla Fallout modifier with boosted stats
- Divisions standing in the target provinces will be wiped out big time!
- Recruitable popultation in the affected state down by 70%. (Thermonuclear by 90%)
- Supply impact and Truck attrition added

Tested with 1.15.3 (Kaiser)

remember not to use it with global mods, it doesn't crash vanilla but crashes them
