Young Heirs

Just a simple little mod that changes the lower and upper bounds for heir ages.

Heirs will now spawn at any age from 13-21.

I was inspired by Meltup's Young Leaders mod, but didn't want to mess with the other leader ages or the refresh pool. Also, made the age one year lower (and honestly am tempted to go lower). I agree with him that in dynastic empires, heirs are important and as such we should expect to know who they are at a much younger age.

It is weird when the current ruler is like 17 or 18 and then the heir is 13 or something, but the way I rationalize it is that heir isn't their kid, it's just an extended relative.

Unless PDX does something pretty weird, this mod should always work.
