Undiscovered Dust Bandits

For whatever reason, in vanilla Kenshi the Dust Bandits always start discovered by the player. This means that they appear on your faction list even though you have never seen them before.

This minor fix changes the starting relations of Nameless (the player faction) so that the Dust Bandits are no longer discovered by default. To see them on the faction list, you now have to actually encounter a Dust Bandit, much like how any other faction works.
