This is not a source plug-in, this modifies a vanilla script. This replaces the infected population script with a modified version, in other words, it changes what infected will spawn in a normal campaign.
Whatever scripts ("vanilla" or modded) are used on the server are what players will experience, regardless of whether the players have the mod or not. If you are hosting a local server with this mod enabled, then this script would apply to the game and your friends should not have to download this. This and any other script mods will not work at all on any other type of server, especially a Official Dedicated server (as it is a official Valve server that does not use script mods).
