Compatibility patch for More Corporate Authorities and Ethics and Civics Alternative.

Cooperative authority now requires a country to be either Cooperative or Libertarian, and neither Authoritarian nor Fanatic Competitive (but regular Competitive is fine). Private authority, like Corporate authority, requires a country be some degree of Competitive- and unlike Corporate authority also requires it not be Libertarian. I'm not sure if I've divided that stuff up right- I don't entirely understand ECA's ethos system. Both also modify political power about the same as the corresponding non-corporate ethic.
