描述
Transport vehicle can not return if there are passergers inside

If set time-based transport budget by RealCity or TLM mod. When budget changed(decrease), transport vehicle will return to deport even there are passengers in it.

如果用RealCity或者TLM mod设置分时公交预算，当预算降低时候，公共交通车辆会直接回车库，即便车子里面有人。

This mod fix this unreal behaviour, transport vehicle will start to prevent loading passengers but can unload passengers. When there are no passengers in it, they can return to depot.

这个MOD解决了这个问题。车子会先只下不上，等乘客清空再回车站。

Hello. Is it possible to change the algorithm so that the transport drops off passengers at the final stop and then leaves for the depot?
