Land Appropriation Selection for Gestalt Consciousness

An update of redfuzzy's Land Appropriation for Gestalt Consciousness bringing it up to date to 2.7/2.8 /3.0 as well as the following enhancements:

* Actually overrides the appropriation event so disabling appropriation will have an effect on gestalts.
* Only overrides the appropriation policy, which should allow greater compatibility and less likely to break during updates
* Built-in Starnet AI compatibility

This allows you to turn off land appropriation for gestalts if you don't want it.
Machine Servitor and Machine Assimilator will default to off, as they want to serve/assimilate organics they come across, not kick them out.
Other gestalts will retain vanilla's default behavior and have appropriation enabled by default.

This is a fork of the original mod, do not use the original, use this one instead.
