Maybe, I have a bare bones version of this mod running on the latest version although I wouldn't count on it.

1.6.0 Update "New World Update 2"

I have a few steps for you if it does not work.
1. Do not run any beta Versions of HOI4
2. Do not run any foreign mod ( unless its a submod )
3. Disable the Submods
4. Reinstall the mod ( You will have to remove the files for the mod There are tutorials on that )
5. Disable the DLC
6. Run in debug mode
7. Reinstall the game This step should be LAST RESORT if you do this PLEASE backup
