Managed to do it, also shared the mod for everyone else https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2958923836
Thanks for the Help friend
Not to this mod.
It's very easy to add yourself though.
Go to where Steam is installed (or where the game is it's on a separate drive) and navigate to the workshop folder for Old track. "*/steamapps/workshop/content/1066780/1983390040/res/config/track/"
in this folder will be 2 .lua files. Copy whichever you want.
Then open it/them up and find the line "t.speedLimit = 80.0 / 3.6" and change the the 80 to 999. Save and launch the game.
Now it'd be best to copy the mod folder [and add a _1 to the folder name] to your local mods folder. Then enable the local version.
This way Steam won't remove your changes.
There is a alternative however; https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2455435431
