This boosts to Tier 1. The patch only boosts to Tier 2.

Start biases really do need overhauling. I can't count how many times I've tried to play Scotland and gotten no hills, Nubia and gotten no desert, or, most egregious of all, Indonesia and gotten no coast. I'd love to see these strengthened and tweaked!
