Fallout: The Finer Details

Features:

Adds 29 new nations, inspired from OWB. With their own cultures.

*Rebuild the Western Enclave as it hides from the bear. Repair the bunker, workshop and laboratory, increase the fortifications for the war that will come.

*Added new bunker system. Repair decisions for nations that have bunkers. There are 5 tiers to the bunkers. This increases defensiveness, lowers recruitment costs and increases manpower of the province slightly. Final tier increases land_forcelimit.
