Is there a mod that lets city states build dams as well?

The Dutch made dykes and reclaimed land from the sea in medieval times. Why do we have to wait so long for flood barriers?

Atomic Era is way too late.

I think it would be awesome if the city-state automatically gained flood barriers if their current suzerain has researched computers. But maybe that's just me.

maybe move it to modern era because flooding already starts there?

Ok thanks , game current industrial ended , thou me beyond that i got flood barriers up but nobody else dose and 20 turns till sea level rise.

It's when the game reaches the atomic era (check the era score menu), not when you reach atomic techs in the tech tree.

I researched computers in current game , even several turns(10 or more) city states not gotten flood barriers. Is there certain point in atomic era , like tech? It may a mod conflict on my end or something.
