this character feels a little bit too laggy. Specials could be given less end lag, especially down special. Either make it chargeable like said below, or make it come out faster and have a larger hitbox.
I think the hair attacks could maybe come out a tiny bit sooner, or have a tiny bit less end lag.
up strong is way too laggy. Either have the animation end when she is midair, or let the player drift left or right while she is falling.
Her jumpsquat could also be reduced to 4-5 frames instead of 7, because it makes the character feel less sluggish.
Neutral Special: has a little too much end lag, the move would be better if you gave it more hitstun and damage.
Down Special: could be a little more useful if you can charge the web and store it.
Up Special: It's fine but I think you should let her flap four times in the air before she freefalls instead of a timer.
Side Special: It's good but you should not let her freefall in the end, instead make her shorten it like melee falco and give her free freefall with that version.
Aerials: Give U-air a sourspot on the other frames with her sword in the air. Look at Cloud's U-air for a source.
Strongs: Weaken her forward strong's knockback, change the knockback angle to around 25 it's too similar to her down strong and increase the speed to balance it out.
Attacks: Make jab 1 cancellable and it'll be fine.
But besides that, this is my favorite version of Shantae so far!
