Supply Materials Rebalance

Back in april, the original idea was to completely remove the Supply Materials from the Bearers, since it provided tons of resources, some of them high grade. Although the idea was good, the introduction of Isle of Siptah brought some Supply Materials as loot from random crates. Also, some mods give Supply Materials as rewards for missions and such. So now, instead of dealing with every instance of the supply materials separately, I thought of rebalancing the loot rolled so it won't be much of a trouble (mostly on RP servers).

Rebalances the loot rolled on Supply Materials. No more tons of high grade items! No more monkey-businesses from this cursed item!
Every material will be rolled on a random value ranging from 0 to 50.
Plans to allow the server admins to configure the minimum and maximum rolls in the future (which could be 0 and 0 if you want the supply crate to drop nothing)
