did you use the advanced construction mechanic? (if he did that locks out the pedestrian usage by emergency vehicles, this is a game limitation and out of his control since it uses a vehicle station)

That is game thing, mods have no control in what they are using or not. In building mods you just set where road and pedestrian connection is and thats it

i have this one that i posted on discord, the textures of it on the top as you can see are bugged, but so are some textures on the side, where the building has some random white squares

@Comrade Joe, originally, all of the blocks had a simple colour scheme; this was a light grey with a pale orange below windows and greyish blue accents or fully blueish-grey (http://www.towerblock.eca.ed.ac.uk/sites/default/files/GLW6-02.jpg , original facade, prior to cladding). Structurally, these blocks were steel frame, with compressed asbestos panels for facade cladding (in the 1980's, the facades were clad in metal sheeting to cover up the asbestos, which is what was painted), and they were extremely expensive and slow to build (construction began in 1962 at the site and was not completed until 1967-1969).
