This has been a tough game to learn (for me). I can expand and kill; but living better without devolving into chaos--not so well.

I usually expand like a rocket and then consolidate. I don't build structures that cause decadence and I switch citizens to culture when I am ready to shoot up the CDR list. I've never had my faction collapse into ruin. You only need about 90 regions to win the game. Good luck!
"Status Age Penalty"
So my idea is to not rush through to Tier 3 civilization because I'm scared once I'm there, I will become stagnant, afraid to expand (and get more decadence via new regions) and essentially collapse in revolt. I think I will give it a try in the next couple of weeks to see how long it takes for it to happen.
I would like to know if it works out well for Rome, or if I'm confusing the decadence mechanic, as it seems it would make more sense for me to delay as best as I can to get to Empire Tier 3 status later in the game.
What i'm afraid of is to accumulate the years (and associated decadence) where you haven't been able to change tiers. It seems the way its explained to scale really bad if you get to Tier 3 early on in the game (ie turn 50) and aren't able to change the age (stable - glorius, etc) of your government to a better (or worst one). That decadence associated with how stagnant your empire is have been an issue with a 150 turn Carthage play-through that was with 1.2 ish version. I may roll back to check if there is interest in confirming my question. Thanks!
