NWDM + Genesis Patch

[IMPORTANT]: As of 2022, please check on the Genesis Discord change log if this change has already been adressed, since I basically made this little mod for myself and dropped it here for anyone that had the same issue, therefore I don't really know how to troubleshoot or really check why it isn't working in your savefiles.

This mod adds the Luxury Blacksmith in Heng's Weapon Shop.
While playing with both Project Genesis and New Weapon Dissemination Mod, I noticed that as Project Genesis modifies the buildings and squads of Heng, it overrides NWDM and the vendor of the Luxury Designs does not spawn.
This little mod simply adds the vendor in any state of Heng, either under UC control or any override.
He can be found in the Weapon Shop alongside his bodyguard Tsubame.
