Adds game functionality for population to increase empire starbase capacity. Currently gives an increase in capacity of 0.01/pop.

The name of the mod is wrong. The alternative implies the exclusion of the second option. Your mod adds mechanics but doesn't eliminate the core vanilla mechanics. I think you should change the name.

@atmankost, you've given me an idea! I might think about making a mod for that, it is definitely possible to check if there is a populated planet in the system, I'd need to think about how bonuses would work though. I'd assume there could be economic and production boosts I could add.

I've always thought it odd that starbases didn't get a bonus to building ships, maintenance, upgrade times, etc, when they're built/upgraded in systems that have inhabited planets/habitats...
