File contains playable realistic leagues:

Jawwal West Bank Premier League (1st league level)
Gaza Strip League (1st league level)
West Bank First League (2nd league level)
Gaza Strip First League (2nd league level)

Subscribe and start new game.
Destination folder: Documents\Sports Interactive\Football Manager 2020\editor data (create if not exist).

I recommend to use the following options at the start of the game:
- Do not use real fixtures
- Add players to playable teams
