If a reward shows 3 team upgrade symbols, the Elven Union would draw randomly 3 player upgrades and choose 1. If a reward only shows 1 team upgrade, you just draw the top one.
But you have to replace regular player cards by Veteran (just as Mercenary rule).
For example, if you won 3 team upgrade cards, draw 3 Veterans cards instead, pick one of your choice and replace the new one by one of the same name in your draw deck, or (played cards if there is no card of this type in your deck) then shuffle it.

Fouling:
Fouling is optional. Each time a manager uses fouling, he chooses one opposing
manager who has at least one player present at that matchup and randomly picks one card
from that manager’s hand.
The fouling manager discreetly looks at this card without revealing it to the other managers.
Then, he either returns it to the owner’s hand or places it in the discard pile, the opposing manager draws one card from his deck.
If there are no opposing players at the matchup, a manager cannot resolve the fouling skill.
