In my small amount testing of the mod it is working on all skills.

I also don't remember if the way i did it affects NPCs but it hopefully shouldn't

Been awhile but it only affects the speed you gain XP in skill and not the cap

I don't think NPCs level up, so if this is only xp then of course it doesn't work for NPCs.
