[QBRv2] Quickened Battle Royale on Kolgujev

This gtaboncer's QBR: Quick Battle Royale transferred over to Kolgujev, with minor alterations. All credit goes to gtaboncer for the huge amount of ingenious coding that made this mission possible. You need to have CBA_A3 and CUP Terrains CWA (with its dependencies) loaded in order to play. This scenario has mod support, so load up all of your favorite mods for a truly random experience. (There may be some spawn bugs. Simply hit Restart. I will get those fixed.)
