Last Train in Los Santos (Sleeper Car)

The Last Train in Los Santos is a diner in Los Santos (who would have guessed?), which is the big city in GTA 5. The Last Train diner bears an uncanny resemblance to the real-life Carney's Train Diner in Los Angeles, California. As you can tell from the screenshots, the Last Train is a diner built using two old passenger coaches.

I wasn't able to find out why the diner exists in the GTA universe, but I do know that these coaches are never seen being hauled by the freight locomotive (which is based on the EMD GP9RM and GP20). As such, I don't know what engine would be the most suitable for these coaches.
