Siberian Riches: Strategic Resources provide +1 Production, and Improvements of Iron, Horses and Uranium accumulate +2 resources per turn.
If in Trade Route range of your Capital, the cities adjacent to a Snow or a Tundra tile that you found or conquer are connected to it by a road.

Agenda:

Northern Semiramis: Tries to include as much territory as possible in her empire, and likes those who do the same. Dislikes civilizations with little territory.
