This works for me. Though i use it with Grand Eras (Project 6T Core), but that other mod doesn't touch the reliability of the reactors.

clean game, this mod only.
decommission project is available.
muclear accident on 16 turn.
seems like mod absolutely not work.
i checked sql file, an only idea i have is a wrong input command that changes nothing in game db.
