About giving Bastille more combat damage since he can't use Adrenaline you can edit the profiles.res file in pak01_dir.vpk>resource>profiles.res
Under Bastille change "SkillPointsSlot2" "3" to "SkillPointsSlot2" "4" or "5" whichever you feel is better for balance.
Another possibility is changing "SkillSlot4" "ASW_MARINE_SKILL_DRUGS" to some other skill that might work better.
Sadly, this means that your challenge will have to be disabled whenever it's not being used as the profiles.res will be loaded when the game starts, as opposed to when the challenge starts but it can bypass the useless Drugs stat here.
