Volcano Bay

Volcano Bay has a volcano that has been asleep since it's last eruption some 150 years ago.
The bay has eroded overtime and a large plain has been formed from the sediments of the mountain ridge and river.
The government of Asauthai has build some infrastructure in this area and you are tasked with building a city here.

This map is a simple relatively small map, and 6 to 9 tiles could be used for a city, if you want more you'll have to do some terraforming.
The map includes 3 highway, 2 shiplane, 2 railway and 4(?) airway map entry points.
However on the plains where your city will likely be there's only 2 ways vehicles can leave the city.
