Ever asked why combat units come from nowhere while you have to pay a population for your Settler? This mod makes every combat units (land, naval and air) costs a population to produce, similar to Settler. This also nerfs early war civilizations and early expansion because it's more risky to have Settler without combat units to protect. More change details below.

  • All combat units except Recon class now requires 1 Population (and can only be trained in 2-pop cities). All these units have their production cost halved (this also leads to gold upgrade cost halved). These units are NOT affected: support units (Military Engineer, Drone etc), Recon class (Scout, Skirmisher etc), Civilian and Religious units (Builder, Apostle etc) and Spy.
  • Conscription and Levée en Masse Policy Cards now provide additional 10% Growth bonus in all cities (Maintenance bonus is unchanged).

The Janissary unit (Ottoman) now costs 2 Population if trained in the city you found. If you train it in the city you found with only 2 pops, it is reduced to 1 pop. It costs 1 Population in cities you conquered.

If you are having trouble with barbarians due to difficulty in creating units, try another mod I created for this mod called Starting Slinger and/or any Starting Scout mod in the Workshop.

Any chance unit cost could be reduced by 1/3 instead of 1/2? I found that making units is way too easy with this mod, even with the population cost.

I coupled this with TC Unit Limit Enforcement and it kinda handles the AI issue: AI may continue to overproduce, but it will hit a limit at some point where it cant produce units anymore, so it will be forced to invest in infrastructure before adding more units. Other nice mods to add are 1) Radiant Harder Expenses (increases overall cost of things, so its harder for AI to spam units); 2) Real Strategy AI (really makes AI more interesting; they will focus on units mostly only if they want a domination victory or if they are being attacked).

This is such a cool idea, but it just results in the AI continuing their normal trend of overproducing units and then being left with an empire of 1 population cities that they lose due to loyalty system

Great idea. But those 2 cards are redundant. Please remove them.
