Add an NPC with the Plastic Surgeon Service faction to the hub and the way station.

He has been friendly with the player since the start of the game, so he won't get angry even if he makes Stealth KO.
Please carry Stealth KO on your shoulder.
So whether you're in the middle of a desert, or you're in a cage at your base, he's always available to work anywhere.
