HEVC is a open video compression standard, but Microsoft doesn't provide it alongside Windows. The curryman makes it a plugin, you must pay $8 for it before you can play the HEVC videos with builtin media player(don't buy it!!!!). Do you think it's over? No! there are some bugs in the plugin system that it cannot detect the plugin you've just bought unless you restart `MOVIES AND TV` app and will ask you for paying again and again!
NOTE: for those who want to play 4K and blueray media for free, get the VLC player. It's free and powerful.

Or you could try using the LAV FIlters in the settings. No guarantees it will work, tho.

If you get a black screen and you are on Windows 10, you need the HEVC code (which costs money). You can get it from the Microsoft Store. Just make sure what you are downloading is actually the one published by Microsoft themselves.

I don't know why you have a black screen, but you can try the following:
1：Open wallpaper engine, change the wallpaper
2：right-click the Seek Girl Ⅲ
3：Select "open in Explorer"
4：You can see a video file, set it as wallpaper through the editor
