All sacking and subjugating options for all cultures (Submod)

This mod allows all factions from all cultures to make clients, vassals or confoederations and to liberate former destroyed factions. This was a feature of my Improved AI mod but I've decided to provide it in a separated mod because it's not really an ai feature although ai will use this as well.

This mod changes the settings of which cultures can use which option like sacking, subjugating and so on. It should be compatible with most other mods except those who overwrite the same setting. If one of your mod adds a new culture, those culture's options are provided by that mod.
Due to missing knowledge about overhauls like DEI or Radious I cannot guarantee compatibility. You should be able to run the game and check it yourself. I haven't tested it but in theory it should be even possible to turn this mod on and off during a running campaign.
