I think they didnt add that detail to keep the model more simple. imo the empress could actually look a bit creepy if it was more detailed from the race of cat she is made from, which could be interesting in a "HD re-textured AHIT", with more details (a pseudo-realistic style, ie less cartoonish).

This makes sense if you compare her to the other cats, which have an even more minimalist design. Their main features are their eyes: no paw details, no body details, very flat. imo cats shouldnt be all black, but also have other cat colors and patterns, and some should have their unique outfits (jackets, scarfs, etc). The level could look "livelier", but the boss fight would need to be updated, and those details could be a bit distracting (which is also another reason why the cats are all black: easier to copy paste a lot of the same to make a crowd, and also a bit lighter graphically).

JOELwindows7, tbh, i figure that they forgot or it was an oversight. or they could have decided they didn't want to add that to her design. i can see that it might be too cutesy for her character.
her having paw beans was kind of a silly thing that i joked about how she should have, so i decided to mod it in myself <:3c

let me ask you a question. In your opinion, why in the world, would these modelers, NEGLECTS paw bean? I wonder why would they do this? something scary for child to see so they optimized it, or... just a cartoonish appearance idea? you can elaborate whatever would you think.
