It is also not necessary because the game now comes with all nationalities by default (though I think the Finnish flag may still be a placeholder).
I would try removing the override and see if it works. Check log.txt if something does not work - the modding system should leave an explanatory message if it refuses to load a mod.

Until the new game version is released, you need to opt in for the beta for the latest version of this scenario to work!
Note that, starting with update 12, your unit type sov_inf_42 overrides the unit type provided by the base campaign. This is because we've added a sov_inf_42 unit type in the update.
If you'd like to keep your stats, it would be good to change the description and tags, so that subscribers know that this mod changes unit stats in the main campaign.
If you'd like to sync with the stats from the base game, it's best to copy sov_inf_42.yml from the base game into your mod (as opposed to simply removing the yml).
