Send rockets with resources, drones and colonists to build various outposts on Mars using missions like the ones for planetary projects but more complex.

The Research Station can be built in orbit from the beginning of the game and requires no tech but it's construction cost is high enough so don't expect to have it soon unless you focus on it.
It is built in stages and when completed scientists can be sent to generate research boosts.

The Forestation Outpost can be built on the planet surface once Planetary Projects tech is researched.
The outposts has 2 initial missions: build and send colonists then a repeatable one to send seeds which increases planetary vegetation.

Luke's Base Additions mod is required and Green Planet DLC for the Forestation Outpost.

What I said is there are no Outpost Expedition when I see Planetary Anomaly views.

Though the game says this mod is not incompatible, but it seems that this mod is incompatible too. When I started new game there is no Research Station planetary expedition.

Updated for Picard and I think I fixed the dismantle issue too

Bug? for research outpost on planetary view, I'm seeing several instances of this. I sent a mission to dismantle one but after the mission completion, I still see several research outposts with options to send mission greyed out.
