Dubble Decker - Staff Center 🐼🙆‍♂

描述
This dubble decker staff center has multiple rooms such as for: veterinary surgery, research center, keeper hut and staff room.

Look at the video how to use this blueprint correctly:

Step 01: add the staff only stairs.
Step 02: for adding the keepers hut, dubble click on the blue print.
Step 03: apply the "keepers hut large" and you are done :)

Hello, for me this Staff Center is locked There is a withe lock symbol on the tile ingame.
I did not research all the things: Beverage Stores, Foot Stands, Souvenir Shops and Electricity. All others are fully done. Would this be the reason for the lock?
I dont have all the DLCs. What are the precondition for this mod "Dubble Decker - Staff Center"?
