Anti-Cheat/Hack/Exploit| Remove Lua_run & Client RCON!

Help with tackle those pesky exploiters and "hackers", by removing their ability to open client-side lua scripts with lua_run and remove their ability to use client RCON (very useful if you're stupid enough to have your RCON password compromised as the only way they can access it then is via the control panel on your hosting and that would require your username and password for the hosting so it's a double layer of protection against RCON hacks, etc.)

Please Note: No this is not going to solve all the cheaters and hackers on your server, it will simply help with noob exploiters and with malicious people who so happen to have your RCON password, for more advanced exploits and hacks I recommend you use an anti-cheat.
